Solving The Animal Testing China Puzzle
The Caavakushi team knows that there is a major problem in the beauty industry. You’ve probably seen your favourite Leaping Bunny certified brand suddenly disappear from certain shelves, or perhaps you’ve wondered why some brands claim to be cruelty-free while raking in billions in Shanghai. The culprit? The massive, problem that is animal testing in China.
We’ve found that navigating the Chinese market is like trying to do winged eyeliner during an earthquake—it’s messy, complicated, and someone usually ends up crying. But for vegans & animals, the stakes are much higher than a smudged look.
The General Vs Special Showdown
The Caavakushi team feels it’s time to clear up the confusion. Since 2021, China has supposedly ended mandatory testing, but we’ve found out that ended might not mean what you think.
Statistically, the divide is stark. While General Cosmetics (think your standard lotions and lipsticks) can now bypass the lab if they have a GMP certificate from their home country, Special use cosmetics are a totally different story.
– 100% Mandatory: If a product claims to whiten skin, prevent hair loss, or protect against the sun (SPF), it must undergo animal testing to be sold in mainland stores.
– 20.5 Million Animals: China remains the world leader in animal procedures, with an estimated 20.5 million animals used annually in scientific and cosmetic procedures (Our source: Cruelty Free Europe).
The GMP Catch-22
The Caavakushi team thinks the biggest hurdle is the GMP (Good Manufacturing Practice) certificate. To skip animal tests, a brand needs this certificate from their own government.
– The Problem: Many countries, including the US, do not have a government body that issues these specifically for cosmetics.
– The Result: We’ve noticed that even if a brand wants to be cruelty-free in China, they are often blocked by their own government’s lack of paperwork, forcing them back into the testing labs or out of the market entirely (Our source: PETA).
Post Market Paranoia
The Caavakushi team feels you should also know about Post-Market Testing. Even if a product makes it onto a shelf without testing, the Chinese government reserves the right to pull it off the shelf and test it on animals if there is a consumer complaint.
While China’s NMPA (National Medical Products Administration) announced in early 2026 that they are expanding non-animal pathways (Our source: Cisema), we’ve seen that risk-based testing still exists. For a truly vegan brand, even a 1% chance of their product being rubbed into a rabbit’s eye is obviously a deal-breaker.
The Reality
– 75% of Global Demand: The Asia-Pacific region, led by China, is expected to drive 75% of beauty growth in 2026, making it a golden cage for brands (Our source: Livekindly).
– 0% Presence: The Caavakushi team also love that ethical leaders like Lush still refuse to sell in mainland China because they cannot guarantee 0% animal testing.
– $124 Billion: The estimated value of the Chinese beauty market by the end of 2026, creating massive pressure for cruelty-free brands to compromise their values (Our source: Luxury Society).

We know that while the 2026 regulations are moving in a good direction, we aren’t at the finish line yet. The Caavakushi team feels that until animal testing China is a thing of the past for all products—including sunscreens and hair dyes—we need to keep our eyes peeled. We think people in Chinas faces deserve a glow that doesn’t come from some animals pain.
